I’d always used GEDCOM (ANSEL), and also tried with GEDCOM (UTF-8), since I thought I’d seen that recommended somewhere, and since it says “for another program.” Well, clicking "Export GEDCOM of Tagged People for PAWriter (MacRoman)” did the job.
